Former Afghanistan Ambassador to Geneva and Minister of Public Health, Afghanistan
She is a physician and senior public health expert. She graduated top of her class from Kabul Medical University in 1991 and earned a Master of Public Health from Harvard T.H. Chan School of Public Health in 2004–2005. She served as Afghanistan’s Minister of Public Health from 2010 to 2014, where she led major health system reforms, significantly reduced maternal and child mortality rates, expanded basic health services nationwide, introduced public–private partnerships and performance-based financing, and shaped national health policies. She represented developing countries on the Gavi Board and collaborated extensively with international organizations on women’s and children’s health. She served Afghanistan Ambassador to Geneva in 2015 – 2029. She currently serves as Director of Primary Health Care at the World Health Organization (WHO).
